Handling of Complaints That Also Purport to Be Appeals

As part of our commitment to maintaining a fair and transparent process, the IPC has clarified its approach to situations where a complaint also purports to be an appeal against a parking charge.

1. Initial Assessment

When the IPC receives a submission that includes elements of both a complaint and an appeal, it will undergo an initial assessment to determine the primary intent of the correspondence.

2. Appeals Process

If the submission is identified as an appeal against a parking charge notice:

  • The matter will be redirected to the relevant parking operator.

  • The complainant will be advised to follow the operator’s internal appeals process.

  • If the appeal has already been rejected by the operator, the complainant may be guided to escalate the appeal to the Independent Appeals Service (IAS), where applicable.

3. Complaints Process

If the submission raises concerns relating to:

  • The conduct or professionalism of a parking operator, or

  • Potential breaches of the IPC Code of Practice,

The IPC will treat this aspect as a formal complaint.

This may include a separate review by the Compliance Team, independent of the appeal process.

4. Communication to the Complainant

The IPC will clearly communicate:

  • Which elements of the submission are being treated as an appeal or a complaint.

  • The appropriate channels for resolving each issue.

  • Any further actions the complainant is required to take.

5. Separation of Processes

Appeals and complaints are separate processes:

  • Appeals address the validity of the parking charge itself.

  • Complaints address the conduct of the operator or procedural concerns.

We will retain your data for 24 months for internal auditing purposes. You can review our full privacy policy at: https://parkingcontrol247.co.uk/privacy-policy/

Escalating a Complaint

If you are not satisfied with our response, you have the right to escalate your complaint to the International Parking Community (IPC)for further review.
